I got the quest Echo to Confront God Hunter Argentus and moved to the spot marked on the map and the boss didn't spawn. Teleported back eventually, got the Quest Echo again, and again no boss spawn.All time line bosses have an empowered only unique drop. The Argentum Spire area level is most likely a visual bug. Tap your Tab button a few times and it should say level 100. Increasing the rarity of mob drops has no effect on boss specific unique drops.
