I believe red talon contractors to be superior to any normal survivor unless you get really and I mean really lucky with the radomness of normal survivors.

The only way to see Traits before you recruit someone is to use the Community Editor. You can go to the Survivors tab and click on each Enclave and look at each persons Traits without having to recruit them in game. The Community Editor doesn't give descriptions though, only the names of the Traits, so you'd still probably have to go to the ...
