If Kematu and his merry band are rebels who oppose the Thalmor, they're being pretty dumb by just walking around Skyrim approaching any Redguard woman they find, and leaving one of their own with potentially valuable information in Whiterun's jail. I'd assume rebels would be more careful when half of the province is under their enemies' thumb.
