I've been playing with a new character and finally got to the point of doing the Vault 79 heist with the raiders. When I got to the part where I have to meet up with Johnny, he won't talk to me. Instead, him, Gail, and Ra-Ra are just standing around the intercom.

Johnny wont move during buried treasure. I am on the part where Johnny is supposed to go into the room and I have to talk to him using the intercom. However, no mater how many times I reset the quest by leaving the world. all he does is run to the intercom and stand there. when I try to talk to him it just says "this person is busy".

No, the entire quest is just a nightmare in terms of glitches. Stay off teams, don't skip dialogue and don't rush past NPCs. Exiting and re-entering the instance may be enough to fix some of these bugs, but if that doesn't work, you'll need to switch servers.
