I wanted to do it to get the trophy for reaching level 50. Well, it never got patched as far as I'm aware. Best guess is your equipment isn't giving you 100% reduction. You don't need to fast travel. You can hit level 100 in 2 minutes by holding an object in front of you with the spell.
