This gives mesa 56%/69% crit chance and titania 22%/27% crit chance. With just those alone you aren't even breaking in to yellow crits. With mods, regulators can reach orange and a few rare reds meanwhile titania requires using arcane avenger to scale with crit as the weapon's base crit ...
