Do those settings (small_battles, massive_battles etc) affect only me as the player ? I really hope they affect both me and the opposing AI, for the sake of balance.

Second thought is maybe you need to mod the base game file instead of the mod you made. Also have you tried to set it to something like 0.5 and see if that works ?it's always either 6.9 never have been fully properly installed. and yes, some people can launch 6.9 even with issues. Other option is faulty patching.
