You are absolutely not allowed to collect vertebrate fossils on public lands. In National Parks (don't think there are any in Kansas) you are not allowed to collect anything. Not even a rock or pine cone. Some historical fossil sites, like Castle Rock may have special protections. I'm not 100% sure.
