WHO WE ARE. Founded in 1904, CaRLCA is the second recognized charter of the National Rural Letter Carriers' Association and is comprised of both current and retired carriers. The CaRLCA is a family friendly organization and proudly partners with our Junior's Auxiliary and Lady Carriers' Club. Ronnie W. Stutts was re-elected as President of the National Rural Letter Carriers’ Association at the 115th National Convention in Grapevine, Texas on August 16, 2019. The National Rural Letter Carriers Association announced last Friday it reached an agreement with USPS to postpone the new pay system, the Rural Route Evaluated Compensation System (RRECS).
