HOIL is an 800% regen buff basically perpetually and a 20% damage buff, without even needing a target. It's comically overtuned compared to basically every other ability buffing exotic. For comparison, Nezaracs sin is 300% for a few seconds after a kill with no damage buff at all.

Throw x2 empowered Pulse Grenade which will empower melee and class ability, make an Orb of Power on a kill, and reduce cooldowns via mods and Ionic Traces. Collect Orbs of Power for healing from Recuperation and ability energy from Absolution and Innervation. Repeat the ability cycle and utilize and Thunderlord as you see fit.
Bounties with XP boosting Ghost should do it. 15 is totally doable. For fast leveling, it helps to have at least two characters and a decent stockpile of weapons. Make sure your ghost is upgraded with the XP bonus.
