“Shops” aren’t made with pc downloading in mind. They are external services made for the switch so you can download and install directly to the hardware. So sadly, shops will not be the solution for your PC downloading issues.

Airplane mode is not enough to prevent bans and can easily fail. Use emunand for offline play and ofw for online. Best way to do that is to swab a deck on a ship you be fine. If you are using emunand and tinfoils incognito you are safe without a DNS Server.
