It's a bit of an effort to gather the summoner gear, but the summoning process is actually super quick since you can just put the summoner stuff in the vanity slots and right click to swap them in and out. The minions might even increase survival, since they can knock back mobs from you. Ruthless is indeed the best reforge for summon staves.
The overall best modifiers for weapons are generally the following: Legendary for melee (Godly if they can't get Legendary), Unreal for ranged, Mythical for Magic, and Ruthless for Summoner.
