Loaded dice doesn’t increase drop chances at all. The only thing it does relative to loot is maybe increase the chance a white drop is green, and a green drop is blue. It doesn’t do anything with legendaries, dedicated or world drop. Loaded dice does absolutely nothing when it comes to legendaries. It's not useful for what the description says.
