The Ordinator perk overhaul mod has a perk in the Block tree that basically does exactly what you want. Executing a block shortly before your opponent strikes preforms a "timed block", which mitigates more damage and staggers your opponent. I also use Vigor - Combat and Injuries solely for the parry system.
