Tbow is a soft requirement for cox cms, but shadow really isn't for expert toas (although arguably as you get toward 400s). Tbow really excels where it is useful, whereas yeah shadow is quite a good blanket decent everywhere item with max gear. Both are good and worth having, but if someone is at 1-2b bank I don't think it makes sense over a tbow.
