Either the LoS to the zombie doesn't get cut off properly or some of the three can't access their beds. Another possibility, which can't be seen well from the picture, is if the spawning platform is too low. The spawning box goes up to 6 blocks downwards from the villager.

Farms like that one do not work because Paper optimized block hitboxes/shapes. The villagers are constantly seeing the zombie, so they never get a chance to get unscared, which is an important requirement in iron farms.
