It’s not though because you use more in scales from the helm than the costs of antivenom and at zulrah its negative range and mage attack so it’s a handicap. Vork it depends on your cape, task or no task and if you can use Faceguard. Because Faceguard is a max hit over Serp with cheese cape.

It depends on the boss and gear you're using. Basically if faceguard gives a max hit over serp you wanna use it. If you dont get a benefit from the venom effects faceguard is generally the better choice as you save money on scales, unless you want the defense from serp. Ironman, just killing Bandos.
