If content sharing is enabled, there is a "content management" button that shows all the content being shared (including the PHB if that's shared, only the free stuff that doesn't need to be shared is left off the list). If you don't see anything like that, content sharing is not on.

Another player in the campaign can see all the feats no problem, and they do not have the content themselves, only through content sharing. Happy to help devs troubleshoot if needed.
