Build narrowly. Don't take guns and melee, dont even take gun perks that don't apply to the same guns (go for lots of shots OR bigger shots). Anytime you can, specialize. A few low stats and maxed stat for your weapons will be alot better than all average stats. You do really need to focus your build.

Dex builds using firearm pistols and knives get a very nice boost due to a recently added feat called gun fu that boosts your effective firearms skill by iirc 40% of your melee skill, when attacking in close range with pistols. normally you need both high per and dex for pistol builds, but i think gun fu lets you cheat a bit and get away with less investment into per.
