debug mode is coded into the game for the devs to use, it's not a dlc or mod. just add the argument in steam properties or via a shortcut and it will activate. remove the argument to go back to normal mode. Thank ya! I figured it was just a string that would affect the base boot code somewhere without requiring a internet side update.
There is a mod that lets you change the sandbox settings, midgame. It's on workshop. Change change the settings for water/powet shut off, quit and reload.
